The Telecom Regulatory Authority of India will develop a model for the space spectrum auction.

According to PD Vaghela, chairman of the telecom regulator TRAI, India will be the first nation to auction spectrum for satellite communication, and it should be designed to attract investments in the sector. PD Vaghela stated that the Telecom Regulatory Authority of India (TRAI) will soon make recommendations to streamline the information and broadcasting, space, and telecom ministries’ permissions for satellite communication in order to make doing business in the sector easier. He also stated that the Department of Telecommunication has provided TRAI with a reference for the satellite-based communication-related aspects and the auction-required spectrum.

“I believe that India will be the first to deal with the auctioning of space base spectrum.” PD Vaghela stated, “We are working on it.”

He added that TRAI will produce a model for the auction of space spectrum. However, it should not endanger the sector. That is vital. We intend for any system we implement to actually encourage and promote investment in the sector, not to add burden. PD Vaghela stated, “I mean, that is the greatest challenge that we have, and we are aware of that fact.”

According to the standard procedure for satellite communication, TRAI has yet to produce a consultation paper on the spectrum auction.

PD Vaghela responded to a question regarding the status of the paper by stating that TRAI is in the process of seeking a suitable model from experts and regulators all over the world, and that the consultation paper will be released once those discussions are concluded. Satellite industry players have opposed the idea of telecom operators allocating spectrum for satellite communication through an auction.
